Moving to Luxembourg: Pre-Move Decisions and a 90-Day Arrival Plan
A move to Luxembourg starts before the commune desk. Confirm the legal basis for residence and work, whether the household will live in Luxembourg or commute across a border, an address that supports the required declaration, a realistic housing and deposit budget, and continuous health coverage. After arrival, sequence the commune declaration, residence-permit steps for third-country nationals, and the employment-to-CCSS/CNS chain. Banking and tax records should use the same name and address.

Before and during the first week
Prepare a folder for each family member containing passport, visa or residence basis, civil-status documents, housing evidence, employment documents, qualifications where relevant, insurance evidence, photos, and translations or legalisation required by the receiving authority.
Check the selected commune's current list. Nationality, intended duration, and status change which procedure applies. Book any needed appointment and record the date you first attempted to comply if capacity is limited.
Put every resident's name on the mailbox exactly as used in the official record.
Verify health affiliation; do not infer it
For employees, ask HR when the CCSS declaration was filed and save the reference. Self-employed people file their own registration. Track the social-security card and correct any name or address error promptly.

Open the bank file around real KYC evidence
A bank may ask for identity, address, residence status, tax residence/TINs, employment and source of funds. If the residence card is still pending, ask which alternative evidence is accepted and obtain the answer in writing. See the pre-residence-permit bank guide.
Never send a deposit or salary instruction based only on a changed email. Verify beneficiary data through a trusted channel.
Housing and family controls

For a family, use one shared dependency list but separate identity and submission files. A main applicant's completed step does not prove a dependant's registration, health coverage, or residence document.
A 90-day control rhythm
- Arrival week: housing proof, commune process, mailbox, immigration deadline map.
- Weeks 2–4: CCSS/CNS verification, payroll data, bank onboarding, family applications.
- Months 2–3: correct mismatches, confirm tax and health records, preserve reimbursements and receipts.
- Ongoing: update address and status everywhere after a move, job change, or family change.

The goal is a stable evidence chain: each institution has the same identity and address, each status has a dated decision, and every pending item has an owner and next check date.
