Insurance for Expats in Germany: Health, Liability, Car and Residence Proof
Insurance in Germany is not one “expat package.” Health insurance is compulsory and the correct statutory or private route depends on employment, income, prior coverage, student or self-employed status, and other facts. Motor third-party liability becomes compulsory when a car is registered. Private liability, household contents, legal expenses, disability, and term life are separate optional decisions. This guide shows the order in which to solve them, the documents needed for residence, payroll, vehicle registration, cancellation, and claims, and the contract checks that prevent duplicated or unusable cover.
Start with the insurance that is legally required

Health insurance: determine the system before comparing prices
The Federal Ministry of Health (BMG) describes Germany's two systems: statutory health insurance (GKV) and private health insurance (PKV). Residence in Germany requires health coverage, but not everyone can freely choose either system. Employees subject to compulsory GKV, voluntarily insured employees above the annually adjusted earnings threshold, self-employed people, civil servants, students, family members, and people with previous German or foreign coverage can follow different routes.
Do not choose PKV only because the first premium looks lower. BMG warns that a later return from PKV to GKV is restricted and depends on a new statutory-insurance obligation; additional limits apply from age 55. PKV premiums and underwriting are not income-based in the same way as GKV contributions, and depend on the tariff and individual risk assessment. Ask the insurer or Krankenkasse for a written eligibility decision if your status is unclear.
Health-insurance evidence file
- passport, residence status, German address, and start date;
- employment contract, payroll status, annual remuneration, or self-employment evidence;
- student enrolment and age where the student route is relevant;
- prior German and foreign insurance records and any EU coordination document;
- membership certificate or policy showing start date and scope accepted for the residence or employer process;
- dependant details and the fund's written decision on family insurance, where claimed;
- premium notices, cancellation confirmation, and proof that old and new cover do not leave a gap.
Travel insurance may cover an initial trip but does not automatically satisfy German residence, employment, or long-term health-insurance requirements. Confirm the proof format with the authority or employer that needs it.
Motor insurance and the eVB
For vehicle registration, the authority checks electronic insurance confirmation. Berlin's official service page identifies the eVB as proof of motor-vehicle liability insurance in the registration process. Before requesting it, confirm the policyholder, registration district, vehicle identification number, intended use, annual mileage, drivers, parking, and no-claims history.
A foreign no-claims certificate may affect price only if the insurer accepts its format and history. Ask before translating or cancelling foreign cover. Motor liability protects third parties; comprehensive or partial own-damage cover is a separate choice. Do not drive simply because an eVB has been issued: confirm the policy start and completed registration.
Private liability: read the insured-person and exclusion clauses
Private liability is optional and separate from motor liability and professional liability. A useful comparison starts with the people covered: an individual, partner, children, or household. Then check the limit, deductible, loss of keys, damage to rented accommodation, accidental damage to borrowed property, pets, volunteering, and whether professional or self-employed activity is excluded.
Landlord expectations are not the same as a legal obligation. If a landlord asks for private liability evidence, provide the certificate only after checking that the policy actually covers the requested rented-property exposure. A sales label such as “expat liability” does not prove that.
Household contents: insure the address and actual exposure
Household contents insurance covers movable property under the policy's named risks and limits; it is not building insurance and does not automatically cover every loss. Record the insured address, floor area, household value, valuables, bicycles, basement or storage areas, and any additional natural-hazard cover. Check how underinsurance is handled and whether temporary accommodation or a move between addresses is covered.
Photographs, serial numbers, receipts, and a room-by-room inventory make theft, fire, water, or transit claims easier to prove. If belongings are arriving through an international mover, do not assume the German household policy replaces cargo insurance during transport.
Legal expenses, disability, and term life: buy for a defined risk
- Legal expenses: identify the legal areas covered, waiting period, deductible, territorial scope, and exclusions for disputes that began before the policy. Employment, tenancy, traffic, and private matters may be separate modules.
- Occupational disability: focus on the contractual definition of disability, insured occupation, benefit amount and duration, health questions, exclusions, and disclosure duties. This is not the same as accident insurance.
- Term life: use it when a dependant, mortgage, or other financial obligation needs a death benefit. Check the insured amount, term, beneficiary, health underwriting, and whether the amount stays level or declines.
These products can have long financial consequences. Do not rely on a comparison-site ranking without reading the insurer's product information and policy conditions.

Cancellation and changing cover
BaFin explains that termination rights depend on the contract and the German Insurance Contract Act, with special rules for health and life insurance. Keep the policy, terms, renewal date, and proof that the insurer received notice. A premium increase without a corresponding change in cover can create a statutory special termination right, but the deadline is short and the facts must match the rule.
Never cancel compulsory health or motor cover before the replacement and its effective date are confirmed. For health insurance, a change between GKV and PKV is a system decision, not an ordinary product switch. Obtain the new acceptance and written start date first.
Claims and complaints workflow
- Protect people and property and take reasonable steps to limit further loss.
- Notify the insurer promptly using the policy's required channel; record the claim number.
- Keep photographs, police or authority records, witness details, receipts, damaged property, medical records where appropriate, and correspondence.
- Describe facts and chronology without guessing about legal responsibility.
- Ask for any refusal, reduction, or request for more information in writing and compare it with the policy wording.
- Complain first to the insurer in writing. BaFin can receive complaints about supervised firms but does not decide an individual's civil claim; ombudsman or court routes may also be relevant.
Three common expat profiles
Employee renting without a car
Resolve GKV or permitted PKV status through payroll first. Then price private liability based on the household and rented-property exposure. Add contents insurance only if the belongings and address risk justify it.
Self-employed person with a car
Obtain a written health-insurance route, compare long-term PKV and GKV consequences where choice exists, arrange motor cover and eVB for registration, and keep professional liability separate from private liability.
Family with dependants and a mortgage
Confirm each family member's health route rather than assuming free family insurance. Add private liability and contents based on household facts, and assess term life or disability cover against the income and debt that would be exposed.
