Best cities in Croatia for expats: choosing Zagreb, Split, Rijeka or Osijek by verified fit
Short answer: there is no evidence-backed winner among Zagreb, Split, Rijeka and Osijek. The right starting point is the city where your binding constraint can be proved: a lawful and suitable job for a local employee; a real 12-month, registration-capable home for a remote earner; a workable school and healthcare route tied to one address for a family; or a viable residence, income, insurance and weekly-service setup for an entrepreneur, retiree or couple.
Keep all four cities on the shortlist until the same household and the same proposed address pass the tests below. Compare work or income, year-round housing, schools, healthcare, transport, formal-language support, documents and recurring costs on matched assumptions. If none passes, the honest answer is no city yet—not a lifestyle-based ranking.
Screen your residence and income route before comparing cities
A city cannot fix an ineligible residence or work plan. Establish your nationality, route, income source, address evidence and insurance basis first; then ask which address supports them.
EEA and Swiss nationals
Under Croatia's national rules, EEA and Swiss nationals may stay for up to three months with a valid travel document or identity card without registering a short-term stay. A person intending to remain longer must register temporary stay with the competent police administration or station no later than eight days after that initial three-month period ends. The required basis and documents vary for workers, self-employed people, posted workers, students, economically inactive people and family members. These are national eligibility rules, not proof that any city or dwelling will work.
For an EEA worker, the official route requires employment, self-employment or posted-worker evidence. A separate address rule applies after temporary stay is granted: an EEA national or qualifying family member remaining at an address for more than three months must register that residence or a change of residence within 15 days, using the specified identity and ownership, purchase or qualifying lease evidence. Where the relevant lease is not certified, owner consent at the police office is required. The Ministry of the Interior guidance for EEA nationals and family members was updated October 9, 2025 and was accessed September 1, 2026. It does not prove that a landlord will cooperate, an appointment will be available or a local police interaction can be completed in English.
Third-country nationals seeking local work
A third-country national's short stay in the Schengen area is generally limited to 90 days in any 180-day period. Croatia lists several temporary-residence purposes, but the application location, documents, duration and rights depend on the route. For local employment, third-country nationals generally may work only in the job and for the employer covered by a residence and work permit or work registration certificate. Where a labour-market test is required, the employer requests it and then submits the permit application through the Croatian Employment Service platform; exemptions and other routes exist. Eligible third-country digital nomads
Croatia's digital-nomad route is narrowly defined for a qualifying third-country national working through communications technology for a foreign employer or their own company that is not registered in Croatia and does not work for or provide services to Croatian employers. Temporary stay may be granted for up to 18 months. The application accepts the specified supporting documents in Croatian or English and requires proof of health insurance, purpose, means and an address or intended address. The Ministry of the Interior digital-nomad guidance, accessed September 1, 2026, stated a minimum monthly means amount of €3,622.50, increased for additional family members. That figure is time-sensitive and must be rechecked before reliance.
After entry following approval, the same guidance requires the temporary residence address to be registered at the competent police administration or station within three days using Form 16a and a lease, title deed or qualifying owner statement. An intended address in an application is not completed post-arrival registration, and local handling for the exact dwelling still needs confirmation. Entrepreneurs, retirees, couples and other routes
The verified material does not establish one route for every entrepreneur, retiree, self-employed person, couple or family. Do not borrow the digital-nomad rules for a different case or assume that remote income settles tax, social-security, family-member or insurance consequences. Treat these as unresolved until the responsible authority or an appropriately qualified adviser has confirmed your exact facts.
Foreign nationals with temporary or permanent residence may use e-Citizens with an accepted digital credential, and available services depend on the credential's security level. The official e-Citizens guidance for foreign residents was accessed September 1, 2026. It does not say every service is online or available in English, so keep an in-person and document-support plan.
Compare Zagreb, Split, Rijeka and Osijek without inventing a winner
Available official figures provide fragments of context, not a four-city league table. In the first quarter of 2026, the Labour Force Survey measured an employment rate of 74.4% for people aged 15 to 64 in the City of Zagreb and 63.6% in Pannonian Croatia. Pannonian Croatia is a broad NUTS 2 region, not Osijek, and the figures say nothing about a vacancy, occupation, salary, employer language, commute or permit sponsorship. National 2025 labour figures are also context only: they cannot rank the four cities or identify an employer. Use the DZS 2025 Labour Force Survey summary for its national scope, and the Croatian Employment Service as a route to current job-specific verification. Neither replaces a suitable offer, a lawful work route or employer confirmation.

This matrix corrects three attractive but unsupported shortcuts. Zagreb is not automatically the safest first choice; start there only when you have Zagreb-specific job or institution evidence and the same address passes the housing, service and journey tests. Split's coastal setting is not proof of suitable tourism work or long-term housing pressure; it triggers a full-period contract check. Rijeka and Osijek are not proven cheaper, more manageable or lower-opportunity alternatives; those labels remain unverified.

Make housing a 12-month, registration-ready contract test
No reviewed official source supplies a current, like-for-like long-term-rental series for all four cities with matched geography, dwelling, furnishing, term, season, utilities, deposit, registration permission and observation period. Current rent, affordability, availability, deposit and utility rankings are therefore not comparable.
Official short-stay data do show why a coastal offer deserves a full-period check. In the covered online-platform category, July and August accounted for 58.2% of Croatia's 2024 tourist nights. The same experimental series reported 2.8 million nights in Split and 1.5 million in the City of Zagreb, plus 10.5 million in Split-Dalmatia County and 5.2 million in Primorje-Gorski Kotar County. The 2021 Census results portal offers town- and municipality-level structural tables on dwelling occupancy, household use, room counts and ownership. It is historical context, not evidence of current rent, available units, lease terms, seasonal withdrawal, utilities, deposits or registration-compatible supply.
Build one offer card for every real dwelling
- Observation: date, exact municipality and district, address where available, source and whether the offer is still live.
- Dwelling: type, size, furnishing, occupants and any usage restriction.
- Term: start date, duration, renewal, cancellation exposure and any seasonal exclusion or owner-use period.
- Money: rent basis, utilities, deposit, recurring charges, payment schedule and what evidence is provided for each amount.
- Registration: written confirmation of the documents and owner cooperation required for your exact route. The EEA and digital-nomad rules cited above apply only in their stated circumstances; they do not make a listing, booking or verbal promise acceptable for another route.
- Proof before payment: listing screenshots, dated landlord messages, complete contract terms, deposit and utility treatment, owner or property evidence, and route-specific registration confirmation.
Do not pay on the strength of a headline rent or a friendly message. Compare offers only when their assumptions match, and make a registration failure or missing full-period term a stop condition if either would invalidate the move.
For families, prove the school route before choosing a district
Croatia's national framework says primary education is compulsory and free for children aged 6 to 15, and approved programmes may be delivered by public, private, alternative, special or international schools. The official primary-education overview was accessed September 1, 2026. It does not prove a place, fee, language of instruction, admission date, support or commute in any city.
For first grade, the procedure is linked to the child's permanent-residence address: the child is brought to the primary school corresponding to that address, while the relevant county education office or the City of Zagreb education office publishes local examination schedules. This first-grade guidance does not establish later-year transfer, capacity, an international programme or language support.
A child normally enrols in the nearest primary school for the residence address. Another school requires the other principal's permission and normally must not create additional class departments. For a child continuing after schooling abroad, the receiving school conducts recognition, assesses support needs and may place a child with insufficient Croatian in preparatory or supplementary Croatian-language classes after assessment. The official school-change and recognition guidance does not guarantee approval, capacity, programme fit, English-medium teaching or the intensity of support.
For secondary education, the verified national guidance says children of EU Member State citizens enrol under the same requirements as Croatian citizens. Recognition may be handled by the responsible agency or receiving school depending on whether the student is entering or continuing secondary education, and assessed Croatian-language support may be available. The secondary-school enrolment guidance does not establish every non-EU case, a place at a preferred school, fees, capacity or a city outcome.
What to obtain before signing
- A dated answer from the responsible authority and the named school for the exact address and year group.
- The admission, transfer or recognition path; current capacity; language of instruction; assessed language support; fees where applicable; calendar; and required documents.
- The real door-to-door journey at school times, including a fallback.

Separate health-insurance entitlement from local healthcare access
Croatian compulsory health-insurance treatment is status-dependent. HZZO distinguishes among residents, certain foreign residents, people working or conducting professional activity, people insured in EU, EEA, Swiss or UK systems and people covered by contracting-state arrangements; status changes are generally reported within eight days. It does not prove local provider acceptance, waiting time, specialist access or communication in English.
During a qualifying temporary stay, an eligible EU, EEA, Swiss or UK-insured person may use an EHIC or provisional replacement certificate for medically necessary care that cannot wait until the planned return, through HZZO-contracted providers and on the same cost-sharing terms as Croatian insured people. The HZZO necessary-care guidance was last updated February 1, 2024 and accessed September 1, 2026. EHIC does not establish relocation cover and does not cover planned treatment, every cost or private non-contracted care.
People insured through HZZO generally access primary care through a chosen contracted doctor according to place of residence, while secondary and tertiary care normally follows a primary-care referral. HZZO publishes contracted-provider lists and a search by activity and settlement, but those tools do not guarantee current acceptance, appointment timing, specialty fit, accessibility or language. Start with the HZZO contracted-provider information, then contact the exact practice. The national first-contact doctor guidance notes that primary-care choice is generally linked to place of residence, and the official search identifies contracted doctors and reports which are accepting new patients.
Run a two-layer health check for each address
- Coverage: establish the insurance basis for every household member, effective dates, registration or reporting steps, cost exposure and contingency.
- Access: identify the nearby contracted practice, confirm current acceptance directly, map recurring and specialist care, test accessibility and travel, and document the communication support needed.

Define English access one transaction at a time
No reviewed source supports an English-access ranking for the four cities or guarantees that a lease, police interaction, school admission, clinical encounter, bank process, employer process or municipal task can be completed in English. The digital-nomad page's acceptance of specified supporting documents in Croatian or English applies only to that application. The availability of an English webpage or e-Citizens access does not extend the rule to another transaction.
Contact the actual landlord, employer, police office, school, clinic, bank or municipal service you would use. Ask whether the transaction, legally effective documents and follow-up can be handled in English. If not, record the Croatian forms, certified translation, interpreter or in-person help required, along with time and cost exposure. A friendly conversation or quick English reply is useful as a lead, but it passes the test only when a dated answer covers the precise transaction you must complete.
Test the complete weekly routine from the exact address
There is no matched current evidence here for door-to-door timetables, fares, frequency, reliability or last-return options across all four cities, so transport and commute quality are verification required, not ranked.
For each proposed address, map work, school or childcare, primary care, recurring specialist care, police or municipal appointments and other essential trips at the times your household will actually travel. Use current official schedules or a documented route, and record walking access, transfers, service span, any seasonal timetable, fare, attendance frequency, fallback and total household time. Treat the address—not the city's reputation—as the unit of decision.
A cheaper-looking dwelling is not a saving until those journeys, fares, lost time, service access and fallback costs have been included in the first-month and recurring budget.
