Luxembourg City Cost-of-Living Support: The Step After FNS Approval

Luxembourg City offers municipal solidarity and energy allowances to eligible residents receiving the corresponding national support from the National Solidarity Fund, known as the FNS. These are additional payments for households with limited means—not another name for the national benefits. The national schemes have household-income and residence conditions; the City payments described here are specifically for people living in the municipality of Luxembourg City, not everyone living or working in the country. National eligibility conditions, City benefit rules.

The practical distinction is the application. A national award letter is a document the City asks you to send with its own form. Receiving that letter—or a municipal form through the post—is not the same as returning a completed City application. This guide follows that handoff for 2026 support, including what to do if you are still at the national-application stage.

Keep the national and City deadlines separate

There are two dates to put in your calendar:

The February date is not an extension of the national deadline. It belongs to a different application, sent to a different authority. If you have not yet requested the national support, start there; if you already have the relevant 2026 FNS award letter, you can prepare the City request now rather than waiting for February. FNS filing instructions, City application and deadline.

If you do not yet have an FNS decision

The national cost-of-living benefit is called the allocation de vie chère; the energy allowance is the prime énergie. Eligibility is assessed using the household, not simply one person's take-home salary. Among the national conditions are lawful residence, registration in the main National Registry of Natural Persons, actual residence at the declared address and continuous residence in Luxembourg for the three months before the application month. Exclusions include certain student and other residence statuses. Check the FNS eligibility page before treating an income estimate as an entitlement.

For an initial estimate, the BFP cost-of-living benefit and energy allowance checker can help organize your household-income inputs. It is a screening tool, not an FNS decision and not a document the City lists as proof of an award.

Use the 2026 national form linked on Guichet, complete it, obtain the signatures of all adult applicants and include a bank account identification document, usually called a relevé d'identité bancaire or RIB, for the main applicant's personal account. The national application is sent by post to the FNS. Guichet gives the postal address as B.P. 2411, L-1024 Luxembourg. National form and submission instructions.

If the FNS returns an incomplete application by registered mail, its instructions give you 30 days to return the completed application. Keep that correspondence separate from the City's February deadline. Recipients of the social inclusion income, REVIS, are an important exception to the ordinary national application step: Guichet says their entitlement to these national benefits is automatic. That does not remove the City's documented application requirement. FNS correction instructions, Guichet's REVIS exception.

Read the award letter by benefit, not just by amount

When the FNS letter arrives, check the benefit year and exactly what it awards. Luxembourg City's rules connect its two payments to different national benefits:

Do not assume that a national energy award also means you received the cost-of-living benefit. The national energy scheme has a higher income threshold, so the two are not interchangeable. National benefit distinctions, City rules.

There is an ambiguity worth checking if your letter awards energy support only. The City's dedicated energy section includes national energy recipients, and its application instructions ask for evidence of cost-of-living support and/or energy support. But a closing sentence on the same page refers only to cost-of-living-benefit recipients. Ask the City's Accueil Social to confirm how your energy-only award should be handled; do not turn that inconsistent wording into either a guaranteed payment or a reason to abandon an inquiry.

The City also publishes full and reduced energy amounts. If your national award is reduced or its category is unclear, send the actual letter and ask which municipal category applies instead of selecting the largest figure. Accueil Social's listed contacts are +352 4796 3195, +352 4796 2739 and [email protected]. City rules and assistance contacts.

Turn the FNS letter into a separate City application

Prepare these three items:

  1. The City's 2026 solidarity and/or energy allowance form, completed and signed.
  2. A copy of the FNS letter confirming the relevant 2026 national award.
  3. Your RIB showing the applicant's bank details.

The City form asks for household members and their identification numbers, contact information and payment details. Its section for the award amounts is reserved for the municipal administration; do not fill that part as if you were deciding your own payment.

For this municipal application, the City accepts a scanned submission by email to [email protected], or submission by post or hand delivery to:

Maison des Affaires sociales
Service Jeunesse et intervention sociale
28, place Guillaume II
L-2090 Luxembourg

These are the City channels, not alternatives for emailing the national FNS form. The City says eligible cost-of-living-benefit recipients receive its form automatically, but its instructions still require the completed form and attachments to be returned. Keep a copy of what you send and the sending record. City submission instructions.

What the extra application can change

Consider a hypothetical two-person household living in Luxembourg City whose FNS letter confirms both national benefits for 2026. The City's published solidarity amount for two people is €700; its full municipal energy amount is €550, or €275 at the reduced rate. If the household qualifies for the solidarity benefit and the full municipal energy allowance, the two City payments total €1,250, in addition to its national support. That is a conditional illustration, not an award estimate for every two-person household. City amount tables.

The useful next step for that household is not another income calculation. It is to copy the FNS letter, attach the RIB and return the municipal form. If the national decision is still pending, or you have moved between communes, ask Accueil Social how to proceed before the City deadline; the published instructions do not establish that an incomplete file reserves a payment.

For residents of another municipality, the national FNS route may still be relevant, but Luxembourg City's amounts, address and February deadline are not your local rules. Ask your own commune about its assistance. Keep the two questions separate: what has the FNS awarded, and what does your municipality require next?
