Opening a German Bank Account Before Anmeldung: Practical Routes, Address Evidence and the Basic Account

New arrivals often face a circular problem: the employer wants a German or SEPA account for payroll, a landlord wants evidence of income and banking, and a bank asks for a German address or registration certificate.

German law does not create a universal right to every commercial current account. Each bank can set its own onboarding criteria for an ordinary Girokonto. However, eligible consumers have a statutory right to a Basiskonto, or basic payment account, under the Payment Accounts Act.

The fastest route depends on whether the applicant already has:

BaFin states that consumers legally residing in the EU can generally claim a basic payment account if they do not already have a usable payment account in Germany. The right expressly covers people without a fixed address and certain asylum or tolerated-stay cases.

Foreign or other EU account

For payroll, a valid SEPA IBAN from another EU or EEA country may work technically. An employer or service provider should not reject a SEPA account solely because the IBAN begins with another member state's country code, subject to the applicable SEPA rules.

A foreign account does not solve every practical issue. Some German services still request:

What can replace the Anmeldung at a regular bank?

Use the basic-account application deliberately

If ordinary banks reject the applicant because there is no Anmeldung, consider the statutory basic-account route.

When a bank refuses

For a refused basic account, the applicant can request review by BaFin under the Payment Accounts Act. BaFin can order the institution to open the account where the refusal is unlawful.

Anmeldung should still be completed promptly

The Federal Registration Act generally requires a person moving into a German dwelling to register within two weeks.

The registration requires the Wohnungsgeberbestätigung from the housing provider. A rental contract alone does not replace it.

After registration:

A hotel or short stay may not create a registration duty or a registrable main residence in every situation. Confirm with the local registration office.

After the account opens

Update the bank when:
