Bank Accounts in Germany for Non-Residents: KYC and Refusal Rights
This is the general decision guide for opening and keeping a personal bank account in Germany when residence, address, or cross-border status complicates the application. It covers product choice, non-resident eligibility, KYC, the statutory basic-account boundary, and what to do after a refusal.
If you have already chosen an account route and your only immediate obstacle is that German address registration is still pending, use the separate pre-Anmeldung opening sequence. That page deals only with the temporary arrival gap; it does not replace the account-choice or refusal analysis here.
Decide which account you are actually requesting
An ordinary Girokonto is a commercial current account. A bank may limit the product to residents, support only particular identity documents or onboarding channels, or decline an applicant under its risk policy, subject to applicable law.
A Basiskonto is a statutory basic payment account with core payment functions. Your Europe’s basic-account guidance explains that a consumer legally resident in the EU generally should not be refused a basic account merely because they live in another EU country. Money-laundering checks and statutory refusal grounds still apply. The protection does not promise an overdraft, credit card, business account, investment product, or every bank's ordinary account.
Do not apply for a premium or credit-bearing product and then treat that commercial refusal as denial of a Basiskonto. Record the exact product name and application route before assessing any rights or remedy.
Test the non-resident route before sending documents
Ask the bank to answer five questions in writing where possible:
- Does it accept applicants resident in your actual country?
- Which passport or identity documents can its branch, postal, or remote process verify?
- Does it require a German residential address, or can it record separate foreign residential and correspondence addresses?
- Which tax-residence declarations and tax identification numbers are required?
- Is the application for an ordinary account or the bank's formal Basiskonto process?
A positive answer to one question does not answer the others. A bank may accept a foreign address but be unable to complete video identification for a particular passport. It may support a correspondence address in Germany while still requiring the true foreign residence to be declared.
Never use a friend’s address as your residence unless you actually live there. False onboarding information can lead to restrictions or closure after the account opens.
Prepare one coherent KYC file
Build the file around the facts the account will actually serve:
- valid passport or other accepted identity document;
- residence or visa evidence where relevant;
- true residential and correspondence addresses, clearly distinguished;
- all requested tax-residence countries and tax identification numbers;
- the purpose of the account;
- expected salary, pension, savings, rent, or other payment flows;
- source-of-funds evidence for material opening transfers;
- the German connection, such as employment, study, property costs, or a documented move; and
- a phone number, email address, and supported identification method.
The stated purpose should match the expected activity. An account described as personal salary-and-rent banking can attract questions if it immediately receives unexplained business payments.
Keep address and identification failures separate
If onboarding stops, identify the exact control:

If the only missing item is Anmeldung during a genuine move, leave this general decision guide and follow the pre-registration route. If the bank says the applicant or product is ineligible, continue with the refusal analysis below.
What to do after a refusal
Ask in writing:
- Was a standard commercial account or a formal basic-account application refused?
- Is the issue residence, product eligibility, identity, address, tax information, source of funds, or an AML control?
- Can a corrected document or supported identification method resolve it?
- If a Basiskonto was refused, which statutory reason and review route does the notice identify?
Keep the application, document list, submission date, and refusal notice. Repair the named gap instead of sending an indiscriminate larger packet.
For a rejected formal Basiskonto application, follow the remedy stated in the refusal notice. BaFin's Basiskonto page explains that an applicant can request a BaFin administrative procedure after a bank rejects that statutory application. This route does not convert an ordinary non-resident Girokonto refusal into a Basiskonto case.
After the account opens
Test a small transfer, confirm the account-holder name, set payment alerts, and retain evidence for the first material inflow. Update the bank promptly when residence, address, passport, tax status, or account use changes. Check deposit-protection information for the legal bank that holds the funds, not only the brand displayed by an app.
