Estonia Temporary Residence Permits: Employment, Study, Family, and Business Routes

Estonia's temporary residence permit is purpose-specific. The current Aliens Act lists separate bases for a spouse or close relative, study, employment, and enterprise. Choose one operative basis, prove its decisive facts, and file through the Police and Border Guard Board or an Estonian foreign mission as the current procedure requires. A long-stay D visa is a different instrument for temporary stay.

Route selection and decisive evidence

The official consolidated Aliens Act is current through amendments that entered into force in 2026.

This table is not a universal checklist. Researchers, EU Blue Card applicants, startup founders, major investors, and other special categories must use their specific statutory route and exception.

Choose the filing instrument

A residence-permit application and a D visa are not interchangeable. Confirm whether the initial residence-permit application belongs at the Estonian foreign mission serving the applicant or may be lodged at a Police and Border Guard Board service point in Estonia. Record the lawful-stay deadline, appointment, originals, state fee, biometrics, and where the residence card will be collected.

If the immediate need is a temporary stay rather than residence, the Foreign Ministry's long-stay D-visa page states that the application is in person at a handling Estonian mission in the country of residence or at a PBGB service point in Estonia. It also lists identity, insurance, three-month income, family data, purpose, travel, biometrics, and fee evidence. Do not use the D-visa checklist as a residence-permit checklist.

Assemble one coherent file

Start with identity and travel-document data, then add the decisive route evidence. Check whether foreign public documents need apostille or legalization and Estonian or English translation. Align names, dates, employer or school, address, and purpose across the form and every attachment.

For employment, do not assume that company registration alone proves actual activity or that a stated salary meets the latest Statistics Estonia benchmark. For business, do not substitute an e-residency card or dormant company for the statutory enterprise test. For family, confirm the sponsor's exact status before ordering documents.

After approval, keep systems separate

Collect the residence card and comply with its employment or purpose conditions. Register the actual address through the applicable population procedure; the Ministry of the Interior's Population Register guidance explains that residence and legal-stay data feed later public administration.

Then handle tax, health insurance, employer reporting, school, and bank records on their own legal bases. A permit does not automatically register the home, decide tax residence, or authorize work outside its conditions. E-residency is not permission to live in Estonia.

Before filing, obtain the current route checklist and appointment instructions from the PBGB or serving mission and compare them with the current consolidated Act. If the official operational checklist conflicts with an old saved copy, use the current authority and retain the dated version submitted.
