Luxembourg Family Benefits for Cross-Border Workers: CAE Applications, Priority Rules and Evidence
A person who works in Luxembourg and lives with their family in another European country can have family-benefit rights in more than one state.
EU social-security coordination prevents the family from receiving the full overlapping benefit twice.
The coordination system decides:
- which country pays first;
- whether the other country pays a differential supplement;
- which parent should apply;
- how institutions exchange information.
Luxembourg's family benefits are administered by the Caisse pour l'avenir des enfants, or CAE.
A cross-border worker should normally make the necessary application in every country with a possible entitlement. The authorities apply the priority rules.
Luxembourg employment creates a possible right
A person covered by Luxembourg social security through employment can create family-benefit entitlement for a child who lives in another EU, EEA or coordinated state, subject to:
- employment and insurance;
- child relationship;
- age and education;
- household situation;
- competing rights in the residence state.
The child does not have to live in Luxembourg in every qualifying case.
The application should identify:
- worker;
- other parent;
- child;
- residence;
- employment in each country;
- family benefits already paid;
- custody and household.
Do not assume the Luxembourg employer automatically opens the CAE claim.
EU priority rules
The primary country is determined by EU coordination, not by which benefit amount is higher.
The main priorities consider:
- employment or self-employment;
- pension;
- residence.
Where both parents work in different states and the children live in one of those states, the country where the children live and where one parent works is generally primary.
The other employment state can be secondary.
If the secondary state's benefit is higher, it pays the difference.
Example:
- family lives in Belgium;
- one parent works in Belgium;
- the other parent works in Luxembourg.
Belgium is generally primary because the children live there and one parent works there. Luxembourg can pay a differential supplement.
Do not stop the residence-country claim because Luxembourg pays more.
Differential supplement
The differential supplement is the difference between:
- benefits payable by the primary country; and
- higher benefits that would be payable by Luxembourg.
It is not a second full family allowance.
The CAE calculates the family position over the relevant period.
The supplement can include components such as the back-to-school allowance under the current CAE rules.
The amount can change when:
- another parent starts or stops work;
- child moves;
- benefits change;
- custody changes;
- child turns an age threshold;
- indexation changes.
Notify both institutions promptly.
Payment frequency
Luxembourg monthly family allowance follows the CAE payment calendar.
The differential supplement is paid half-yearly.
Current CAE guidance states:
- January-to-June supplement: end of July or beginning of August;
- July-to-December supplement: end of January or beginning of February.
For the first half of 2026, CAE announced payment at the earliest at the end of July 2026 where eligibility is complete.
Do not contact CAE before the announced processing point expecting an earlier payment.
A new or incomplete file can take longer.
2026 benefit amounts
CAE indexed family-benefit amounts from June 1, 2026.
The current published monthly base is:
- €315.04 for a child aged 0 to 5;
- €338.85 for a child aged 6 to 11;
- €374.48 from age 12, including age supplements.
These figures can change with indexation.
The differential calculation is not simply Luxembourg amount minus the amount shown on one monthly foreign statement. CAE applies the coordinated period and benefit categories.
Check the latest amount page before budgeting.
Initial application
The cross-border worker submits the CAE family-benefit application.
Typical nonresident evidence can include:
- birth certificate;
- residence or household certificate;
- parent and child identity;
- marriage, partnership, custody or separation evidence;
- Luxembourg social-security details;
- employment evidence;
- bank account details;
- foreign family-benefit institution;
- school evidence for older children.
Guichet.lu's current family-allowance procedure identifies additional documents for children living abroad.
Submit complete documents and keep copies.
Do not send originals unless the form or CAE specifically requests them.
Bank details
Provide a valid IBAN in the claimant's permitted account arrangement.
The bank account can be outside Luxembourg.
Check:
- account holder;
- BIC where required;
- current address;
- reference number.
Update CAE before closing the old account.
A payment sent to a closed foreign account can take time to recover.
EESSI electronic exchange
Since January 2022, CAE uses the European EESSI system to obtain benefit information from other European institutions.
CAE's current guidance states that cross-border workers generally should not send:
- E411;
- paper payment certificates;
- foreign-fund statements
for the half-yearly differential payment unless CAE specifically asks.
For residents of France, CAE also states that CAF information is transmitted directly and the certificate marked “DO NOT SEND” should not be forwarded.
Do not create repeated paper submissions that can complicate the file.
Keep the foreign benefit decisions for personal records.
When CAE requests evidence
Electronic exchange does not remove every applicant duty.
CAE can still request:
- updated employment;
- household composition;
- custody;
- child's education;
- foreign benefit refusal;
- missing period;
- identity correction;
- bank evidence.
Respond by the deadline and quote the file number.
If the residence-country institution has not decided the claim, send:
- application receipt;
- contact information;
- later decision when issued.
Do not state that no foreign right exists until the competent institution has decided.
Child over 18
Family allowance can continue for qualifying education under the statutory conditions.
In July 2026, CAE introduced a new Guichet.lu online procedure for continuation applications for students over 18 in secondary education or equivalent studies.
The file can require:
- enrolment certificate;
- programme;
- dates;
- attendance;
- child identity;
- claimant details.
A university student is not automatically treated the same as a secondary-school student under Luxembourg family-benefit law.
Check the exact education category.
New child
A new birth requires a new application for the baby.
Attach the birth certificate and update both countries.
The birth can change priority.
CAE's FAQ gives the example of a France-resident family where the arrival of another child can activate a French priority entitlement and change Luxembourg from monthly payment to differential supplement.
Do not assume the payment method remains unchanged after the birth.
Separation and alternating residence
Provide:
- custody agreement;
- court decision;
- household registration;
- child residence;
- maintenance;
- employment of both parents.
Family-benefit entitlement does not necessarily follow the person receiving maintenance.
The institutions apply:
- family relationship;
- household;
- custody;
- EU priority;
- national law.
Report separation immediately.
Do not keep using a joint-household certificate after the family situation changed.
Changes in employment
Notify CAE when either parent:
- starts work;
- stops work;
- changes country;
- receives pension;
- begins parental leave;
- becomes unemployed;
- becomes self-employed.
The priority country can change during the year.
Keep:
- contracts;
- termination;
- benefit decisions;
- unemployment registration;
- payslips.
A delay can create overpayment and recovery.
Disputes and recovery
A CAE decision should state:
- entitlement;
- period;
- calculation;
- remedy.
Review the differential statement before complaining.
Compare:
- children;
- months;
- foreign benefits;
- Luxembourg amounts;
- age supplement;
- prior payment.
If information is wrong, send primary evidence.
Do not spend an obvious overpayment without notifying CAE.
