Germany Tax ID for Payroll: What New Workers Need and What It Does Not Prove

The German tax identification number, or steuerliche Identifikationsnummer, is an 11-digit personal number used by the tax administration.

It is commonly called:

It is assigned automatically after a person's first registration in Germany.

The tax ID helps the employer retrieve electronic wage-tax characteristics.

It is not:

An employer must verify immigration work rights separately.

Automatic assignment after Anmeldung

The local registration authority transmits the first registration information to the Federal Central Tax Office, BZSt.

BZSt then assigns the tax ID if the person does not already have one.

The letter is sent to the registered address.

The number:

A person who lived in Germany before may already have an IdNr.

Do not apply for a second number.

Where to find it

The tax ID can appear on:

It is not printed on every residence or registration document.

Ask the previous employer or tax adviser if the original letter is lost, but use secure communication.

Do not send the tax ID through unencrypted public messages.

If the letter does not arrive

BZSt states that the person can request the number again if no letter has arrived within three months after first registration.

The request is made through the BZSt online service.

The BZSt sends the number to the registered address.

It is not communicated by ordinary telephone or email.

Before requesting it again, check:

A missing name on the mailbox is a common delivery problem.

Payroll before the tax ID arrives

Tell payroll that the IdNr is pending.

Provide:

The employer may have a temporary wage-tax handling route under the applicable ELStAM rules.

Withholding can be less favourable until the tax ID and electronic characteristics are available.

The employee can later correct over-withholding through payroll or the annual tax return.

Do not delay employment solely because the postal letter is pending if all work-right conditions are met.

ELStAM

Employers retrieve electronic wage-tax deduction characteristics, ELStAM, using the employee's:

ELStAM can include:

The tax ID itself does not reveal these details.

If the ELStAM data is wrong, contact the competent tax office.

Do not ask BZSt to change the tax class. BZSt manages the ID, while the tax office handles tax characteristics.

Tax ID versus Steuernummer

A Steuernummer is issued by a tax office for a tax case.

It can change after:

A self-employed person can need a Steuernummer in addition to the lifetime tax ID.

Payroll employees generally give the employer the IdNr, not the Steuernummer.

Tax ID versus social-insurance number

The social-insurance number, or Versicherungsnummer, is used for pension and social-security reporting.

It is different from the tax ID.

The employer can need both.

The health insurer or pension system can arrange the social-insurance number where the employee does not have one.

Do not enter the tax ID in the social-insurance field.

Tax ID versus VAT ID

The Umsatzsteuer-Identifikationsnummer, or USt-IdNr, is a business number for specified EU VAT transactions.

It is not the employee's personal tax ID.

An ordinary employee should not give a company's VAT number to payroll as personal identification.

Work permit evidence

The employer must inspect the residence title.

Relevant evidence includes:

Section 4a of the Residence Act governs access to employment.

The tax ID does not legalise employment.

A person can have a tax ID and no current right to work.

A person can also have a valid work visa before the tax ID letter arrives.

Employer file

The employer should retain only the personal data required under tax, social-security, immigration and employment law.

The employee may provide:

Do not ask for the entire BZSt letter if recording the number is sufficient under company policy.

Protect the tax ID from identity misuse.

Address changes

The tax ID stays the same.

Complete Ummeldung at the registration office.

The updated address flows through public systems, but the employee should also notify:

Do not request a new tax ID after every move.

Returning to Germany

A former resident should search old:

If the IdNr cannot be found, request renewed communication through BZSt after the German address is registered.

Using an old valid tax ID is correct.

Family members

Each person receives their own tax ID, including children registered in Germany.

The child's tax ID can be required for:

Do not use the parent's tax ID for a child.

Tax class after marriage

Marriage does not change the tax ID.

It can affect tax class and annual taxation.

Register the marriage correctly and apply for the appropriate tax-class change where needed.

Foreign marriage documents can require verification.

The payroll update occurs through ELStAM.

Do not assume the employer can change tax class manually without the authority data.
