Foreigners usually encounter PESEL in Poland through two practical routes: it is assigned automatically when residence is registered for a stay over 30 days, or it is requested directly from a municipality when registration is not possible but an office requires the number. What PESEL proves and what it does not

Address registration route
Gov.pl states that the registration obligation applies to both Polish citizens and foreigners living in Poland. Foreigners can register permanent or temporary residence, deregister, and notify departure or return. If submitting forms online, the user needs a trusted profile, qualified e-signature, or personal signature certificate.

Direct application route
